I think it's more a comprehension thing. Stubs are supposed to be incomplete articles that need more content, right? If there's another problem, like if it's messy but still covers everything it needs to, it'd be a cleanup, not a stub. Stubs are supposed to be incomplete articles that need more content, right? If there's another problem, like if it's messy but still covers everything it needs to, it'd be a cleanup, not a stub.
